Among others startups, the Massa company is part of the France strategy to implement the blockchain technology .

Presented on April 15, 2019, on the occasion of the Paris Blockchain Conference, the national blockchain strategy is the result of intensive work led by the DGE with the entire blockchain ecosystem. This strategy aims to make France a blockchain nation.

STRENGTHEN THE EXCELLENCE AND STRUCTURING OF FRENCH INDUSTRIAL SECTORS TO DEPLOY PROJECTS BASED ON DISTRIBUTED LEDGER TECHNOLOGIES

Aware of the potential that blockchain technology represents for them, large groups are active in the implementation of experiments within their company, in France or internationally. Since 2013, the National Council of Industry (CNI) has enabled a strong structuring of the industrial ecosystem. The Strategic Sector Committees (CSF), which bring together French manufacturers around ambitious sector projects, are a particularly powerful lever for French industry to accelerate the scaling up of blockchain projects.

BE AT THE FOREFRONT OF TECHNOLOGICAL CHALLENGES

To be a leader in solving the technical and technological challenges posed by the blockchain, it is essential to identify the current scientific and technical barriers of the technology.

A prospective mission was entrusted to CEA-LIST, IMT and INRIA in May 2019 in order to identify these barriers, and to propose real leverage effects allowing the France to become a leader in solving these technological challenges. The researchers also drew up an overview of the initial and continuing training existing in France, as well as a mapping of french research forces in the field and another of the national blockchain startup ecosystem, according to the degree of complexity of the technology used.

ENCOURAGE INNOVATIVE PROJECTS BASED ON DISTRIBUTED LEDGER TECHNOLOGIES

All measures combined, the State will invest €4.5 billion in the financing of disruptive innovation over the next five years, in particular via the deep tech plan. Blockchain technology is eligible for this funding.

The i-Nov Innovation Competition call for projects, funded by the Programme d’Investissements d’Avenir (PIA), makes it possible to finance innovative projects, close to the market and with high potential for the French economy. Blockchain was identified as one of the key disruptive technologies for the competition, particularly in its Digital Deep Tech theme. The purpose of this call for projects is to finance projects close to the market with disruptive innovation, for a base between €600k and €5m.

Since the launch of the strategy in April 2019, the i-Nov competition has funded 7 winning blockchain startups (Ownest, iExec, Infolegale, Libriciel Scop, Neurochain, Pikcio and Kleros) for a total amount of more than 4.5 million euros. In parallel, the startup Massa Lab was awarded a French Tech Emergence Grant of €90,000. FrenchTech has honored LGO in its 2020 selection of 120 startups in the hypergrowth phase: the French Tech 120. Ledger has been selected to join the Next40 which brings together the 40 most promising French startups and has obtained the support of Bpifrance for 2.5 million euros in 2020.

In total, public funding to support French blockchain projects amounts to €5.5 million distributed in 2019 and €5 million in loans to deal with the crisis in 2020. Bpifrance has also participated, through its partner funds, in the investment of more than 50 million euros in blockchain startups such as Stratumn, Ledger, Utocat, Tilkal or Cosmian.

With the PACTE bill and the 2019 finance law, the France has adopted a secure framework for the actors of the ecosystem. To enable stakeholders to legally secure their innovative projects regardless of the field of application, the France Experimentation window provides enhanced support to blockchain project leaders in the legal challenges they face.

In addition, free workshops are organized within French Tech Central at Station F to facilitate exchanges between the competent administrations and startups and companies in the ecosystem. The next session of workshops is scheduled in virtual format during the 2020 edition of the Paris Blockchain Conference.
